項目背景

貝克爲九江銀沙灣綜合碼頭交付了冗餘綜合應急指揮調度系統,確保在惡劣的濱江條件下日常運營和應急響應的可靠通信。

九江銀沙灣綜合碼頭位於江西省九江市湖口縣流泗鎮、長江中下游東北直水道入口段右岸(東經116.391100°、北緯29.846803°),為江西省重點規劃建設的綜合樞紐港口,也是九江市「一港五區」佈局之核心散貨功能區。

碼頭總投資達26.81億元人民幣,規劃陸域面積613.3畝、岸線總長820公尺,配置6座5000噸級散貨泊位;水工結構同時按萬噸級船舶標準設計。設計年貨物吞吐量2280萬噸,主要承載煤炭、礦石等散貨裝卸與中轉作業,對於完善地區水、陸、鐵多式聯運架構具重要戰略價值。

本專案核心目標,係確保遭遇強對流天氣、船舶碰撞、火災、散貨外洩等重大突發事件時,碼頭通訊網路可實現「零中斷、零延遲」。系統導入跨部門、多層級統一指揮與精準調度機制,維持港區營運安全,強化緊急救災協調效率。該碼頭地處長江中游黃金航段,營運環境節奏快速且環境複雜;汛期高水位、夏季高溫高濕、鹽霧腐蝕、大型料堆遮蔽、船舶往來頻繁等严苛條件,對通訊設備的穩定性、抗干擾性與耐用性提出高度要求。

貝克通訊(Becke Telcom)新一代港口緊急指揮調度平台,整合語音調度、視訊會議、GIS地圖定位與資料共享功能。橫向串聯港務、航政、海事、應急、消防、醫療、公安等協作單位;縱向對接國家、省、市、縣四級應急平台,實現平日例行安控管理與突發災害應變的無縫切換,為長江中游樞紐港口建構完整通訊防護網。

現有通訊基礎設施與風險評估

  • 無線通訊:現行數位集群對講系統覆蓋90%岸線區域,惟散貨堆場、輸送棧橋等區域仍存在訊號死角。既有4G/5G公網採用宏基站架構,易受強降雨、強風、劇烈天氣影響,存在基站斷線、塔體傾倒等風險,無法保障災害期間緊急通訊不間斷。

  • 其他通訊方式:整體緊急通訊支援能量不足,既有設備僅能滿足基礎語音對講,無法支撐災區高畫質影像回傳、多方視訊會議等關鍵應變需求。

詳細通訊需求規範

  • 內部需求:調度中心、領港作業、理貨、龍門吊操作、堆場管理、罐區監控、安環監督、機械維護等12個生產單位,須維持24小時雙向穩定通訊。獨立建置指揮、營運、安防、救災四大隔離頻道,彼此互不干擾。系統須支援依據作業情境,動態編組臨時對講群組,因應散貨裝卸、船舶進出等多元勤務。

  • 外部需求:須建立一鍵直連通道,串聯九江港口海事處、長航公安九江水上消防中隊、湖口縣人民醫院、海關、邊檢等外部單位,並支援分級視訊會議。預留影音對接介面,可串接江西省應急廳指揮車與長江海事VTS船舶交通管理系統,確保跨區域災害協調順暢。

緊急通訊系統細部設計

主通訊系統:建置核心穩定通訊架構

  • 數位集群網路:全新建置四載波數位集群基站,導入動態頻道分配技術,達成碼頭全域100%訊號覆蓋,包含貨場、泊位、棧橋與罐區。配置手持對講機、桌面話機、EX-BT27工業防水固定終端等設備;依照指揮、營運、安防、緊急救災四大場域劃分群組,導入加密傳輸機制,防止竊聽,確保通訊資安。

備援通訊系統:建置冗餘防護架構

  • 行動緊急基站車:客製化全地形緊急通訊車,內建5G微型基站、350MHz集群基站、Wi‑Fi 6 Mesh自組網模組。搭載18公尺車載升降桅杆與獨立發電機,可滿足滿載連續4小時供電。抵達災區後,最快15分鐘內即可復原3公里範圍內公網與集群通訊,解決極端天氣導致的基站癱瘓問題。

緊急指揮調度架構:打造整合式調度中樞

機房部署貝克IP廣播對講緊急系統,採用本地雙機熱備+混合雲異地備援架構,消除單點故障風險。透過E1數位中繼閘道連接電信PSTN公話網與行動通訊網,調度台可一鍵撥打市話、發送簡訊、傳真,滿足多管道告警需求。內建IVR語音導航,可依應變計畫自動群呼人員、強制廣播緊急指令。
調度中心配置多台21.5吋雙聽筒觸控調度台與98吋4K超高畫質指揮大屏,整合顯示港區電子海圖、AIS船舶軌跡、CCTV監控、無人機巡檢影像、穿戴式終端即時畫面、環境感測數據。軟體採用B/S+C/S混合架構,支援分級權限管理、拖拉建會、GIS選區呼叫、多方視訊、強插強拆、全程影音錄製回放,完整涵蓋日常調度至緊急災變全場景。

整合通訊能力建置

基礎通訊整合

透過類比語音閘道、4G/5G閘道、高頻/甚高頻(HF/VHF)閘道,整合傳統市話、公網集群、海事VHF無線電、高頻通訊設備,統一納入緊急指揮平台,實現異質終端互通,打破各系統資訊孤島。

廣播系統整合

系統对接碼頭現有IP廣播與喇叭音響,新增AI智慧噪音偵測模組,可依堆場作業噪音、船舶鳴笛等環境音自動調整廣播音量,確保指令清晰傳達。支援泊位、堆場、辦公區分區廣播、定時播音、TTS文字轉語音,並可連動火警系統,觸發區域自動緊急廣播。

對講系統整合

部署多協定整合閘道,支援DMR、TETRA、POC、公網對講等通訊協定,實現跨平台單呼、群呼、全區廣播。調度台可直接呼叫所有對講終端,並具備遠端禁用、遠端鎖定功能,預防設備遺失造成資訊外洩,強化整體通訊網路安全。

緊急通訊應變架構

例行維護機制

建立「每日巡查、每週測試、每月演練、每季保養」制度化維護模式,將基站駐波比、電池內阻等關鍵參數納入組態管理資料庫(CMDB),即時監控設備健康狀態。備品庫依照「5%冗餘+易損件雙份儲備」原則管理,優先確保集群模組、緊急電源等關鍵設備可快速替換。

緊急啟動流程

定義四級應變機制:第一級(特重大,如船舶碰撞洩漏、大規模火災)、第二級(重大,如強天氣導致通訊中斷、區域火災)、第三級(嚴重,單一設備故障、小型工安事件)、第四級(一般,局部訊號死角)。所有應變方案內建於調度軟體,一鍵啟動即可自動完成頻道擴容、路由切換、簡訊告警、多方視訊會議建立。災害期間每15分鐘自動產製通訊運行報告,推送至指揮人員行動裝置,即時掌握全域通訊狀態。

人員訓練與應變演練

  1. 分級職能訓練:導入「理論+實務+考核」三位一體訓練體系。第一線操作人員強調設備操作、故障判斷與基礎排除;中階主管著重災害計畫解讀、跨部門資源調度;高階決策人員強調情境模擬與跨單位聯合指揮,確保各層級人員皆具備對應操作與應變能力。

  2. 常態化演練機制:每季辦理無劇本雙盲演練,模擬強對流天氣斷訊、船舶事故等場景,驗證系統切換與備援效能。每年辦理跨單位綜合演練,邀請港口海事、水上消防、地方應急局共同參與,並聘請省級專家觀摩評鑑。演練結束48小時內完成檢討,72小時內完成應變計畫修訂優化,落實「每次演練皆精進」的持續改善機制。
